In Japan, there is a fashion trend among teens called "ganguro." "Ganguro" girls tan their skins and decorate themselves with white marks and white nails. But there is another component to "ganguro": aggressive behavior to the point of bullying. The tanned girls in this clip are unnecessarily mean to Doremi. Native Japanese will interpret Hana-chan's "whitening" as not a "whitening" but rather a transformation of BEHAVIOR. Hana is trying to get them to change their ways, not their skin.
