Since it peeves me when someone claims it is not what it is supposed to be but actually is I will elaborate like an otaku:
1.) The artist obviously drew this out first before using photoshop, or some other program to cause flashing color animation.
2.) the fact that the artist drew this out qualifies the picture as a drawing.
