She, truly is, an.....not gonna say interesting. (you could go up to a clow in the circus and be like, "you are really interesting!" or you could go up to a hobo on the street and be like "you are veeeeeerrrry interesting..." )
She is an indifferent character. She has an admirable side and a...dare I say, dissatisfactory side.
Let's focus on the dissatisfactory side for now.
She is hard-featured (this is a nice word for ugly):

Not too appealing in my opinion. If some people think she's pretty, that's okay. We all have a right to our opinions.
She is also too much like a guy. She has a man voice and she is too much of a tomboy. There is nothing wrong with tomboys, I used to be one, I just think Temari is tomboy times ten. It's insane! She would look like quite a goofball in pink because of her tomboy approach. Even a Temari fan would have to sdmit that she is a tomboy. Some think she is more tomboy than others.
She dresses like a whore/hooker/slut/tramp whatever you want to call it.

This one shows too much chest in my opinopn. And the cut in the side goes all the way up.
Also I would like you to make note that all outfits contain fishnets on her legs.
Let's focus on her admirable side now.
She is tough. She doesn't take bull from anyone. She also is exceptionally powerful in both the games and the show. She is probably the most powerful kunoichi throughout Konoha or Sand village. Which anyone would have to admit is honorable.
She may be tough, but she is also caring. She is mostly seen in aid to people. Like, in the Chuunin Exams, even though Gaara shoved her away, she helped him after being injured by Sasuke. Also, in Shippuden, when her sibling, Kankurou, is poisoned by the Akatsuki member, Sasori, she is seen helping Sakura with the medical procedure of removing the poison.
SHE IS NOT RETARED! She is actually very intelligent. She isn't just some dumb fangirl. Although, it's obvious that she likes Shikamaru in Shippuden, she doesn't obsess over the guy she likes and does her best to hide her feelings from the person. Unlike some people we know....*cough*Sakura, Ino*cough* Yeah.
Well, those are my thoughts on this character. If your opinions on Temari have been changed, well, that's good! I guess...

...I'm apathetic towards Temari now. But there's just one part I'd like to touch on, the whore/hooker/slut/tramp thing.
The thing I like about her apparel is that it looks comfy. I dunno, it just does. But kunoichi were known to get their targets through sex appeal, and Temari puts the cherry on top in that category.
Temari was never the type to be classified as "beautiful". (Well, except Shikamaru, with that "beautiful yet scary smile" comment.) She's always been classified as the "hot" or "sexy" one. Wearing skimpy outfits does more good than bad, and in some cases aids you on your mission.
If anything, I'd say Ino would take home the "sluttiest outfit of the timeskip" award. Even if I love her outfit to death. sweatdrop
